1.0                   INSTRUCTIONS:

 

1.1                  The contractors/firms who are submitting downloaded (from website) enlistment form  must enclose with the  form a non-refundable tender fee of Rs.1,000/-(Rupees one  thousand only) in form of Bank Draft issued by any Nationalized/scheduled Bank, in favour of FA & CAO/ Construction, N.E. Railway, Gorakhpur. The enlistment form not accompanying with the requisite/valid registration fee shall be summarily rejected.

 

 

1.2                   If during process of finalization registration it is detected that the contractors/firms have submitted enlistment form for registration after making any changes/additions/deletions in downloaded from website. The contractors/firms shall have no any right/claim to insist for enlistment on such unilaterally altered form. Such enlistment form will be summarily rejected and Railway may initiate further legal action against the applicant as if considered necessary.

            TERMS AND CONDITIONS FOR ENLISTMENT

 

1.0       CRITERIA REGARDING ENLISTMENT OF CONTRACTORS

1.1       Class ‘A’

(i)         The contractor/firm should have an Engineering Organisation with at least a Graduate Engineer (Civil Engg) having 10 years experience plus a Diploma holder (Civil Engg.) having 5 years experience of relevant discipline (Civil Engg. Works) and maintain a minimum complement of transport equipment and construction tools and plants commensurate with the nature of work being done by them.

 

(ii)        The contractor/firm should have satisfactorily executed at least two works, each individually costing not less than Rs.25 lakhs within preceding three years from the last date for submission of application form i.e.-------------. The works executed for Central Govt. Department/State Govt. Department & Central/State Government undertaking only will be considered.

           

1.2       Class ‘B’

(i)          The contractor/firm should have an Engineering Organisation with at least a Graduate Engineer (Civil Engg.) having 5 years experience of relevant discipline (Civil Engg. Works) and maintain a minimum complement of transport equipment and construction tools and plants commensurate with the nature of work being done by them.

 

(ii)         The contractor/firm should have satisfactorily executed at least two works, each individually costing not less than Rs.10 lakhs within preceding three years from the last date for submission of application form i.e. ------------. The works executed for Central Govt. Department/State Govt. Department & Central/State Govt. undertaking only will be considered.

                 

1.3       Class ‘C’

(i)           The contractor/firm should have Engineering Organisation with a Diploma holder (Civil         Engg.) having at least 3 years experience of relevant discipline (Civil Engg. Works).

 

(ii)          The contractor/firm should have satisfactorily executed at least two works, each individually costing not less than Rs.4 lakhs within preceding three years from the last date for submission of application form i.e.-----------. The works executed for Central Govt. Department/State Govt. Department & Central/State Govt. undertaking only will be considered.

 

2.0        The registration will be done for following types of work(s) in each class:-

(a)

Building and structure

(b)

Wood work.

(c)

Water supply, drainage and sanitary works.

(d)

Road Works

(e)

Supply of building materials, maintenance and repairing works.

(f)

Earthwork for Railway embankment/cutting including mechanized earthwork.

(g)

Supply of ballast, boulder including loading, unloading and ballast train working.

(h)

Track works such as relaying deep screening etc.

(i)

Steel works in bridge and sheds.

(j)

Steel painting works.

(k)

Erection of steel structure and girder bridges.

(l)

Bridge works.

(m)

Deep and under water foundation.

(n)

Heavy structure in prestressed concrete Girder.

(o)

High-rise buildings.

Note:

2.1         The registration for item no. (h) to (o) will be considered only on furnishing certificate regarding successfully completion of similar work for individual category. 

 

2.2         TRACK WORK:    

              Contractors who desire to apply for registration of their names for track works such as relaying, Deep Screening etc. are advised that these works involve safety of running trains and as such their establishments must have persons/supervisors with necessary qualification and adequate experience. Such person will be examined for safety rules by the Administration orally or through written test before the name of contractor is considered for registration against this item. These persons will also be subjected to a medical examination for their fitness and suitability.

 

3.0       REGISTRATION FEES:

(i)         The contractor who are desirous of being enlisted should submit their application in        prescribed proforma duly furnishing their credentials/necessary documents as desired there in       with a non refundable registration fee of Rs.15,000/- for Class‘A’,Rs.10,000/- for Class ‘B’             and Rs.7500/- for Class ‘C’. This fee will cover the entire period of 3 years or part          thereof contractors desirous of registration should submit the application in the proforma            prescribed by the Railway only with the prescribed fee for each category of work in each           slab.

 

(ii)        The applicants are advised to pay the non-refundable registration fee in cash to Chief    Cashier/BG/N.E.Railway, Gorakhpur. The annual fee after registration will also have to be          deposited in cash to Chief Cashier/B,.G./N.E.Railway, Gorakhpur and originals receipt of the       same must be enclosed along with the application form applied for registration in each      category separately.  

 

(iii)       The application form not accompanied with the valid money receipt or cash receipt in     original for the registration fee and cost of enlistment which will not be entertained and such           form summarily rejected.

 

4.0       ANNUAL FEE

            An annual fee of Rs.1000/- (Rupees one thousand) shall be charged from such registered contractor to cover the cost of sending notices, failing which the registration of such contractor will remain suspended till deposition of annual fee.

 

5.0       DETAILS OF DOCUMENTS WHICH ARE REQUIRED TO BE SUBMITTED.

The contractor/firm desirous of enlistment in any of the classes shall submit the application          form in the prescribed format as per Annexure in duplicate along with the following             documents issued in favour of Contractor/Firm itself.

 

 (i)(a)    List of works satisfactorily executed during a period of 3 years preceding the last date of submission of application on the following proforma.

Note: The work executed in the name of other than Contractor/Firm will not be considered for registration.

 (i)(b)  Performance certificate in original for all works satisfactorily executed during the last 3 years should be issued by Executive Engineer or equivalent/higher officer of the concerned department under clear name, seal and signature. The certificate should state name of work, contract agreement No. and date, contract value, original and actual date of completion, reasons for delay in completion wherever applicable and performance etc.

 

(ii)       The contractor shall submit Current Affidavit for persons such as Engineer, Manager, Supervisor etc. working in the firm in the following format.

(ii)(a)   Current Affidavit having with attested photos from the Graduate Engineer/Diploma Holder working in the firm, mentioning year of passing, discipline in which degree/diploma obtained and total working experience from the date of passing in chronological order.

 

(ii)(b)   Attested copy of the degree/diploma certificate in favour of the graduate Engineer/Diploma holder working in the firm.

 

(iii)       The Contractor shall submit Banker’s Certificate in original from reputed Banks mentioning following contents:-

 

(a)       The annual transactions during last three financial years in the savings/current or other Accounts with the Banks.

 

(b)       The reputation and amount upto which the firm can be treated as solvent.

 

(iv)       Certified copy of Audited balance sheet in respect of the firm for the last three financial years duly audited by the Chartered accountant.

 

(v)       Certified copy of Solvency Certificate for movable/immovable assets/Properties owned by the contractor duly issued by Tahsildar/Anchaladhikari in favour of Partner/M.D./Firm as applicable (it is valid for the one year only from the date of its issue and which should also be valid from the last date of submission of application form in the office).

 

(vi)       Character Certificate issued from DM/ADM/SSP of the Home District/Business place of the applicant in favour of all partners/M.D./as applicable (It will remain valid for a period of 6 months only from the date of its issue and which should also be valid on the date of submission of application form in the office).

 

(vii)      Current Affidavit in original for list of machinery plant tools and equipment owned by the firm in following format.

(viii)(a) Certified copy of registered Deed of partnership in case of Partnership firms or Memorandum and Articles of Association in case of Limited Company.

 

(b)       Power of Attorney should be on properly stamped duly certified by the Public Notary (This is to be executed within one year from the last date of submission of form).

 

(c)       Current Affidavit in original in case of the individual/Sole Proprietor of the firm with photograph pasted on it.

 

 (d)      Attested photo graph of all partners in case of Partnership firms and in case of Limited Company photograph of M.D.

 

6.0       Documents if submitted not in original, the photocopies should be attested by a Gazetted officer with designation and official seal.

 

7.0       All affidavit submitted by the applicant should be on non-judicial stamps paper of requisite value and signed before Notary public.

 

8.0       The various certificates and documents furnished by the applicant shall be verified with original ones to ascertain their genuiness during the course of consideration of the application for their registration. The applicant will submit the original document on demand within a week time.  

 

9.0       The application should be submitted complete in all respect in a sealed cover. The documents attached should only be in the formats wherever prescribed vide item 5 above and legible leaving no ambiguity therein, as no reference shall be made on any documents received along with application form for registration and such application shall be liable to be rejected summarily.

 

10.0     If the documents submitted by applicant are found fake during the course of verification, they will not be considered for registration in any case for a further period of 3 years.

 

11.0     All the contracts on the Railway are governed by N.E. Railway Engg. Department, General Condition of Contract (as amended from time to time) and N.E. Railway’s specification for material and works (as amended from time to time).

 

12.0     The registration will remain valid for a period of 3 years from the date of registration or till a decision communicated to them by the competent authority for not continuing them on approved list whichever is earlier. After 3 years such contractors have to apply for registration a fresh.

 

13.0     The contractor already appearing on the approved list in lower categories should also submit their application as mentioned in the preceding paras if they are so desirous for registration in higher categories.

 

14.0     The contractor approved in the higher monetary slab for particular category of work may not be allowed to participate for works in the higher monetary slab unless they are separately registered in the lower monetary slab for a particular category of work. 

 

15.0     There will be separate approved list for the Construction Organisation and open line for each identified category of work.

 

15.0     A contractor registered with open line however will not have these facilities for participating in open tenders invited by Construction Organisation.

 

16.0     The applications of the contractors for registration will be considered on merit and Railway will not be liable to assign any reason to the contractor/firm not being selected for registration.
